Hon. Robert J. Quinn, (Ret.) is a senior mediator and arbitrator at ADR Systems.  During his 22-year judicial career in Cook County’s Law and Chancery Divisions, Judge Quinn developed extensive expertise in settling construction, mechanics lien, insurance coverage and contractual disputes.  Known for his thoughtful and efficient approach to arbitration, he is highly skilled at fast-tracking the process when requested by the parties.  His upbeat personality and positive energy contribute to his popularity as a neutral.

  • 22-year judicial career, including Circuit Court of Cook County, Chancery Division Mortgage Foreclosure/Mechanics Lien Section, 1996-2014; First Municipal and Law Division, 1992-1996
  • 13-year legal career including corporate transactional, municipal corporation, contract and personal injury matters, 1979-1992 Associate, Segal, McCambridge, Singer & Mahoney, defense of cases including insurance, toxic tort, medical malpractice and product liability, 1986-1989
  • Corporate Counsel, City of Chicago, defense of cases including personal injury, property damage, premises liability and excessive force, 1983-1986; Legal Investigator, 1979-1983

Representative Cases

  • Contract:  chaired tri-panel arbitration in a dispute between the owner of a business and condominium association in a build out action with restrictive covenants
  • Construction: tri-panel chair for defect matter involving alleged violation of restrictive covenant that interrupted the business plan; arbitrators worked quickly to streamline discovery and witness testimony, successfully issuing an award within 30-day window pursuant to pre-dispute clause language
  • Mechanics Lien: case involving electrical products supplier and electrical subcontractor; the general contractor, owner and tenant were sued and the project was liened; the electrical contractor went out of business, and case was pre-tried and settled with tenant-owner, electrical product supplier and lender
  • Mechanics Lien: claim filed by masonry contractor; counterclaim filed by owner for damages, including replacement of alleged defective work; case was pre-tried; contractor settled with an agreed dismissal of counterclaim
  • Mechanics Lien: case involving landscaping subcontractor and the remodeling of athletic stadium; plaintiff alleged he was owed $1.3 million for his services; after a pretrial, the court ruled that his lien was invalid and the case settled in mediation for $400,000
